要強(qiáng)化就業(yè)優(yōu)先政策，財(cái)稅、金融等政策都要圍繞就業(yè)優(yōu)先實(shí)施，各地都要千方百計(jì)穩(wěn)定和擴(kuò)大就業(yè)。

employment-first policy, and greater support will be provided for enterprises to stabilize and expand employment.

鄉(xiāng)村全面振興

近年來的全國兩會上，“鄉(xiāng)村振興”是代表委員交流最多的話題之一。

完善和強(qiáng)化農(nóng)業(yè)支持政策，接續(xù)推進(jìn)脫貧地區(qū)發(fā)展，促進(jìn)農(nóng)業(yè)豐收、農(nóng)民增收。

We will refine and strengthen policies in support of agriculture, continue promoting development in areas lifted out of poverty, ensure good harvests, and promote growth in rural incomes.

碳達(dá)峰、碳中和

achieve peak carbon emissions and carbon neutrality

政府工作報(bào)告提出，有序推進(jìn)碳達(dá)峰碳中和工作。落實(shí)碳達(dá)峰行動(dòng)方案。

We will take well-ordered steps to achieve peak carbon emissions and carbon neutrality. The action plan for peaking carbon emissions will be put into effect.

推動(dòng)能源革命，確保能源供應(yīng)，立足資源稟賦，堅(jiān)持先立后破、通盤謀劃，推進(jìn)能源低碳轉(zhuǎn)型。

7“六穩(wěn)”、“六保”

“六穩(wěn)”指的是穩(wěn)就業(yè)、穩(wěn)金融、穩(wěn)外貿(mào)、穩(wěn)外資、穩(wěn)投資、穩(wěn)預(yù)期工作。

“六保”分別是：保居民就業(yè)、?；久裆?、保市場主體、保糧食能源安全、保產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定、?；鶎舆\(yùn)轉(zhuǎn)。

完善三孩生育政策配套措施，將３歲以下嬰幼兒照護(hù)費(fèi)用納入個(gè)人所得稅專項(xiàng)附加扣除，發(fā)展普惠托育服務(wù)，減輕家庭養(yǎng)育負(fù)擔(dān)。

We will improve the supporting measures for the three-child policy, make care expenses for children under three part of the special additional deductions for individual income tax, and develop public-interest childcare services to ease the burden of raising a family.

avoid a one-size-fits-all approach

防止政策執(zhí)行 “一刀切”、層層加碼，持續(xù)為基層減負(fù)。

We will avoid a one-size-fits-all approach, refrain from making local governments take excessive policy steps, and continue easing the burdens on those working on the ground.

The employment-first policy should be pursued with intensified efforts to deliver the desired outcomes.

跨省異地就醫(yī)

完善跨省異地就醫(yī)直接結(jié)算辦法，實(shí)現(xiàn)全國醫(yī)保用藥范圍基本統(tǒng)一。

We will improve the policy on directly settling medical expenses incurred outside of a patient’s home province, and ensure that the list of medicines covered by medical insurance is largely consistent nationwide.

應(yīng)對人口老齡化

respond to population aging

積極應(yīng)對人口老齡化，優(yōu)化城鄉(xiāng)養(yǎng)老服務(wù)供給，支持社會力量提供日間照料、助餐助潔、康復(fù)護(hù)理等服務(wù)，鼓勵(lì)發(fā)展農(nóng)村互助式養(yǎng)老服務(wù)，推動(dòng)老齡事業(yè)和產(chǎn)業(yè)高質(zhì)量發(fā)展。

We will proactively respond to population aging, improve elderly care in urban and rural areas, support private entities in providing elderly care services such as day care, assistance with meals and cleaning, and rehabilitation care, and encourage mutual-assistance elderly care in rural areas.

crack down on the trafficking of women and children

嚴(yán)厲打擊拐賣婦女兒童犯罪行為，堅(jiān)決保障婦女兒童合法權(quán)益。

We will crack down hard on the trafficking of women and children and protect their lawful rights and interests.

“愛國者治港”“愛國者治澳”

Hong Kong and Macao should be governed by patriots

落實(shí)中央對特別行政區(qū)全面管治權(quán)，堅(jiān)定落實(shí)“愛國者治港”、“愛國者治澳”。

We will ensure that the central government exercises overall jurisdiction over the two special administrative regions, and firmly uphold the principle that Hong Kong and Macao should be governed by patriots.
